Google Helpouts launched in November 2013. Google said "Today, we are announcing Helpouts a new way to get and give help over live video. Our goal is simple: help people help each other. We want to use the convenience and efficiency of the web to enable everyone, no matter where they are or what time it is, to easily connect with someone who can help".

But the service never took off, and that why Google announced shuttering Helpouts because the 1 year old video tutorial service is not growing as fast as the company wants.
The Android app for Helpouts has already been removed from the Play Store. While the service is still accessible to users on the web, Google is no longer accepting applications from new providers
Users will have until Nov. 1, 2015 to use Google Takeout to download all of their Google Helpouts data and history.

We have some sad news to share: Helpouts will be shutting down on April 20, 2015.
Since launching in 2013, Helpouts has been a home for people to connect with experts on topics they want to learn about or seek advice and solutions to everyday challenges. The Helpouts community includes some engaged and loyal contributors, but unfortunately, it hasn’t grown at the pace we had expected. Sadly, we’ve made the tough decision to shut down the product.
Starting April 20, you’ll be able to download your Helpouts history using Google Takeout (available until November 1, 2015).
We want to thank our community for all their support — both the providers who shared their expertise with the world, and the people who needed some extra help or advice along the way. You’ve had a lot to contribute — and we have loved learning alongside you.
